The guy is an idiot. Breast tissue isn't fat, it's breast tissue. NOW, as women get older there is more fat and less breast tissue, but on young women, they are nearly all breast tissue (say 80/20). The girl is right, toning the muscle under the breast will raise it and change the shape of the breast so that it is essentially larger.
